Lu Zhe, the chief economist of Dongwu Securities: The consumption tax collection scope is expected to expand, and the shift in the tax collection point will stimulate local improvement of the consumption environment.

Lu Zhe, Chief Economist of Dongwu Securities, told a reporter from the Securities Times that in 2025, domestic consumption tax revenue will reach 168.57 billion yuan, with the main purpose being to "embed prohibition in taxation". It mainly targets "two highs and one capital" (high emissions, high energy consumption, and high pollution industries), as well as cigarettes, alcohol, and small cars. From a global perspective, in the future, some consumption with negative externalities may be included in the consumption tax collection scope.
