The head of the drafting group of the government work report and director of the State Council Research Office, Shen Danyang, introduced: In terms of nurturing children, a policy of free preschool education has been introduced, benefiting 14 million children, and parenting subsidies have been distributed, benefiting over 30 million infants and young children. In terms of education, the gross enrollment rate in higher education has increased from 54.4% in 2020 to over 60%, the consolidation rate of nine-year compulsory education exceeds 96%, and basic balance of compulsory education in counties has been comprehensively achieved. In terms of earning income, the scale of rural residents working out of poverty remains stable at over 30 million annually, over 60 million urban jobs have been created in five years, and residents' income growth is synchronized with economic growth. In terms of receiving medical care, the level of medical security continues to improve, with the nationwide direct settlement of cross-provincial medical treatment benefiting over 400 million people; the average life expectancy exceeds 79 years, an increase of 1.3 years in five years. In terms of elderly care, a national unified pension insurance system has been established, the minimum basic pension standards for urban and rural residents increase year by year, with a cumulative increase of over 53%, benefiting over 180 million elderly people.
