Regarding the explanation and introduction of the draft National Development Planning Law, the draft specifies that the national development planning is to be implemented by the State Council, with the State Council's National Development Planning Department working together with relevant national departments to formulate implementation opinions for the national development plan. Regions and departments will specify concrete work arrangements and promotion measures. It is stipulated that the annual plans for national economic and social development, as well as other types of plans at all levels, should be coordinated with the national development plan to enhance consistency in macro policies. Measures will be formulated to provide services and ensure the implementation of the national development plan, such as policy formulation and resource allocation. A dynamic monitoring and evaluation system for the implementation of the national development plan will be clearly defined.
