Zhejiang strengthens the supervision of advance fee collection in elderly care institutions.

Recently, the Department of Civil Affairs of Zhejiang Province and 7 other departments issued the "Regulations on the Supervision of Prepaid Fees for Elderly Care Institutions in Zhejiang Province", establishing standards for prepaid fees. It specifies that the prepaid period for elderly care service fees should not exceed 12 months, the deposit collected should not exceed 12 times the monthly bed fee as specified in the elderly accommodation agreement, and the number of members' fees collected should not exceed the number of registered beds in the elderly care institution. The total amount of prepaid fees should not exceed the net fixed assets of the elderly care institution. Membership fees are the total balance after deducting the total prepaid fees for the elderly, minus the elderly service fees and deposits. For institutions that have not been completed or do not yet meet the conditions for housing elderly people, public elderly care institutions, and those built in cooperation with the government and social forces, membership fees should not be charged.
