He Xiaopeng, a member of the National People's Congress and Chairman and CEO of Xiaopeng Motors, suggested advancing the decentralization of management authority in low-altitude airspace and establishing a tripartite mechanism for coordinated management among the military, government, and civilians. He proposed conducting pilot projects for refined management of low-altitude airspace and appropriately decentralizing airspace management authority to local governments at the vice-provincial level or above. He also recommended classifying flying cars that meet airworthiness standards based on their core attributes and functions, and implementing phased tax reduction and support policies.
