Committee member Lv Hongbing suggests regulating short micro-dramas: standards should not be lowered due to their "short" length.
At the National Two Sessions in 2026, Lv Hongbing, a member of the National Committee of the Chinese People's Political Consultative Conference and a partner at Guohao Law Firm, focused on the issue of regulating short micro-dramas from the perspective of protecting the physical and mental health of minors. At the State Council's routine policy briefing on February 6th, a relevant official from the State Administration of Radio, Film, and Television stated that in 2025, there were 33,000 short micro-dramas online, attracting nearly 700 million domestic users, with a market size exceeding 100 billion yuan. "Short micro-dramas have had a positive effect on the growth and employment of the film and television industry, as well as opening up new paths for external communication, but the content is mixed," Lv Hongbing said. "Under the logic of abnormal traffic, a large number of short micro-dramas with vulgar content and distorted values have been produced, with content highly concentrated on themes of 'reversal,' 'revenge,' 'time travel,' and 'abusive love'." He believes that some short micro-dramas with vulgar content pose a huge risk to the physical and mental health of minors. Adolescents are at a critical period for forming their values, and the "pleasure logic" in these works can lead to the violence and superficialization of their cognitive patterns, mental degeneration, and attention distraction. "Moreover, these situations will further affect the formation of values among adolescents. Some short micro-dramas promote a money-first and power-first philosophy, weakening the mainstream social concepts of fairness and justice, causing a split in the values of adolescent groups. Many adolescents, after prolonged exposure to content promoting 'dominance' and 'beauty is justice,' develop a distorted perception of the real world, seeing 'winning without effort' as a normal behavior pattern, being influenced prematurely by topics of power and desire, severely hindering the development of a healthy worldview and life outlook," Lv Hongbing said.
