Today, the Ministry of Industry and Information Technology and five other departments issued guidance to promote the comprehensive utilization of photovoltaic modules, aiming to comprehensively improve the level of comprehensive utilization of photovoltaic modules and promote the healthy and orderly development of the industry. The guidance mentions that by 2027, the green production level of photovoltaic modules will be further improved, the proportion of recycled materials will be effectively increased, and the evaluation standards and inspection methods for module scrapping will be perfected. Key technologies such as dismantling surface structures, efficiently separating laminated components, and extracting components will achieve breakthroughs. The application scale of comprehensive utilization products of waste photovoltaic modules in key areas such as metal smelting, equipment manufacturing, and building materials production will further expand. A number of technical standards for green design and comprehensive utilization of photovoltaic modules will be established, a group of backbone enterprises for comprehensive utilization of waste photovoltaic modules will be cultivated, and the cumulative amount of comprehensive utilization of photovoltaic modules will reach 250,000 tons. By 2030, the level of technology and equipment for the comprehensive utilization of photovoltaic modules will be further improved, the industry's innovation and development capabilities will be significantly enhanced, the application scenarios and methods of utilization products will continue to expand, and the industry will form a tight coordination in the upstream and downstream of the industrial chain, rational capacity layout, and the ability to cope with the large-scale retirement wave of waste photovoltaic modules.
