At the National Two Sessions in 2026, Miao Weilie, a National People's Congress deputy and senior vice president of ZTE Corporation, based on national strategic deployment and public concerns, proposed a series of suggestions regarding legal construction, future industries, digital economy, etc. He suggested looking ahead to layout the 6G industry, accelerating the establishment of a special procedure law for intellectual property litigation, strengthening the protection of facial information in the era of AI, and establishing an open platform for AI large model training dedicated computing power. Miao stated that in recent years, the country has focused heavily on the development of industries such as embodied intelligence, and more and more personal information is actively or passively exposed to artificial intelligence programs, including biometric information with strong personal attributes being collected on a large scale. Therefore, it is recommended to strictly implement the "inform-consent" principle, focus on strengthening the protection of facial information, establish a full-chain rights protection mechanism, and clarify the legal boundaries of facial data processing and facial cloning.
