The Regulations on the Shenzhen Economic Special Zone Hetao Shenzhen-Hong Kong Science and Innovation Cooperation Zone Shenzhen Park are officially implemented.

On March 1, 2026, the "Regulations on the Shenzhen Area of the Hehe Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone" officially took effect. The "Regulations" were voted on and passed by the 42nd meeting of the Standing Committee of the Seventh Shenzhen Municipal People's Congress on December 26, 2025. This is a key move by Shenzhen to use its special economic zone legislative power to transform the national development plan into a "legal guidebook" for the park. Addressing the bottlenecks in Shenzhen-Hong Kong collaborative innovation mechanisms and the cross-border flow of innovation elements, the "Regulations" are divided into eight chapters and sixty-four articles, introducing a series of breakthrough and leading institutional arrangements in terms of cross-border supervision of personnel, goods, funds, data, and more. This provides solid legal support for the construction of an internationally leading research hub. In accordance with the "Regulations," the Hehe Shenzhen Park establishes a list-based management system for industries, institutions, personnel, goods, etc., implementing a special supervision system of "release at the front-line, control at the second-line, and freedom within the zone."
