Former deputy director of the State Tobacco Monopoly Administration, Zhang Tianfeng, sentenced to 12 years in prison.

On February 26, 2026, the Intermediate People's Court of Ganzhou City, Jiangxi Province, publicly sentenced Zhang Tianfeng, former party member and deputy director of the State Tobacco Monopoly Administration, for bribery in the first instance. The defendant Zhang Tianfeng was sentenced to twelve years in prison for bribery and fined two million RMB; his ill-gotten gains from bribery and interest were confiscated according to law and turned over to the national treasury. After trial, it was found that from 2004 to 2023, the defendant Zhang Tianfeng used his positions as party secretary, director, and manager of the Yulin City Tobacco Monopoly Bureau in Shaanxi Province, as well as being a member of the party group and deputy general manager of the Shaanxi Tobacco Monopoly Bureau, party secretary, director, and general manager of the Shaanxi Tobacco Monopoly Bureau, director of the Personnel Department of the State Tobacco Monopoly Administration, and party member and deputy director of the State Tobacco Monopoly Administration to seek benefits for related units and individuals in project contracting, staff recruitment, work adjustment, and promotion, receiving a total of more than 34.07 million RMB in illegal gains directly or through others. The Intermediate People's Court of Ganzhou City believed that Zhang Tianfeng's actions constituted bribery and should be punished according to law. Considering that Zhang Tianfeng truthfully confessed his crimes after surrendering, voluntarily confessed the majority of the criminal facts that the supervisory agency had not yet grasped, pleaded guilty and remorseful, actively returned the stolen money and stolen goods, and all the proceeds of crime had been confiscated, he had statutory and discretionary leniency circumstances, so he could be leniently punished according to law. The court made the above judgment accordingly. The Intermediate People's Court of Ganzhou City publicly held a trial for this case on January 8, 2026. During the trial, the prosecutor presented relevant evidence, the defendant Zhang Tianfeng and his defense counsel cross-examined, and both sides expressed their opinions under the court's direction. Zhang Tianfeng made a final statement and expressed his confession and remorse in court. Over 40 people, including members of the People's Congress, members of the Political Consultative Conference, journalists, and members of the public, attended the trial as observers.
