Fujian Province stipulates: Starting from March 1st, flexible employees can participate in maternity insurance.

Recently, the Fujian Provincial Medical Security Bureau, the Fujian Provincial Department of Finance, and the Fujian Provincial Taxation Bureau of the State Taxation Administration jointly issued the "Notice on Improving Issues Related to Enrollment, Payment, and Benefits of Maternity Insurance". Starting from March 1, 2026, flexible employees, migrant workers, and newly employed individuals who are eligible to participate in employee medical insurance in the integrated areas can now participate in maternity insurance. The notice specifies that flexible employees who are eligible to participate in employee medical insurance in the integrated areas will be included in the coverage of maternity insurance, and the implementation of maternity insurance for individuals receiving unemployment benefits will be extended to the whole province. The notice also clarifies the payment base, payment rate, and payment entity for maternity insurance for the aforementioned groups. The notice emphasizes the principle of equal rights and obligations for maternity insurance, and states that employees of units, flexible employees, and individuals receiving unemployment benefits who participate in maternity insurance and make payments at the same time are entitled to maternity insurance benefits according to regulations. At the same time, it specifies the continuous payment duration required to be eligible for maternity allowance benefits.
