Question: Recently, the U.S. Trade Representative Gregg Doud stated that they will continue to push forward with the Section 301 investigation into China's implementation of the U.S.-China Phase One Economic and Trade Agreement, and may take tariff measures. What is China's response to this? China has noted the relevant statements made by the U.S. side. Since the Phase One Economic and Trade Agreement between China and the U.S. took effect in early 2020, China has upheld the spirit of the agreement, worked hard to overcome the sudden impact of the pandemic and the subsequent disruptions in the supply chain and global economic downturn, and diligently fulfilled its obligations under the agreement. China has fulfilled its commitments in strengthening intellectual property protection, promoting financial and agricultural market opening as scheduled, and has fully implemented trade cooperation expansion. In contrast, the U.S. has escalated restrictions on exports to China, restricted two-way investment, continuously intensified economic and trade restrictions, and hindered normal trade and investment activities between the two countries, violating the spirit of the agreement and disrupting the atmosphere and conditions for its implementation. As for right and wrong, China has made comprehensive and detailed explanations in its White Paper "China's Position on Some Issues on China-U.S. Economic and Trade Relations" released on April 9, 2025. Since last year, China and the U.S. have held 5 rounds of economic and trade negotiations, achieving a series of important outcomes, such as reaching agreements on extending the suspension period of equivalent tariffs, agricultural trade, export controls, and reducing investment restrictions. During this process, the two sides have also had multiple communications on the Phase One Economic and Trade Agreement. China hopes that the U.S. will objectively and rationally view the implementation issues of the Phase One Agreement, not shift blame, and avoid causing trouble or provoking incidents. China is willing to work together with the U.S., guided by the important consensus of the two countries' leaders, make good use of the China-U.S. economic and trade negotiation mechanism, focus on the future, implement the existing economic and trade consensus between the two sides, actively explore common interests, and jointly look forward. If the U.S. insists on advancing the relevant investigation, and even introduces restrictive measures such as tariffs under the guise of the investigation, China will take all necessary measures to resolutely defend its legitimate rights and interests.
