The Bureau of Commerce of Haikou City issues a notice on further regulating the order of prize-winning invoice activities. The announcement states that recently, in the process of conducting prize-winning invoice activities, it was found that some consumers and merchants engaged in behaviors such as invalidating invoices and cancelling invoices after the draw, violating the rules of the activities, disrupting the order of fair participation, and affecting the integrity of the consumer environment. In order to maintain the fairness and justice of the activities, protect the legitimate rights and interests of citizens, and in accordance with the relevant management regulations of prize-winning invoice activities, the eligibility of individual merchants who have committed violations has been temporarily suspended from participating in this activity. After the related merchants have completed rectification and passed the evaluation, their participation eligibility will be restored depending on the situation. Meanwhile, in response to behaviors such as illegal lottery drawing and malicious arbitrage, the activity platform has established a full-process data comparison and risk monitoring mechanism. Any violations such as irregular participation or illegal lottery drawing identified through verification will be retrieved the prize money already issued by legal means and measures such as canceling participation eligibility or inclusion in the exceptional list will be taken depending on the circumstances.
