Spokesperson of the Ministry of Commerce answers questions on recent adjustments to tariffs by the United States.

Question: On February 24, 2026, in the early morning of Eastern Time, the United States Customs has stopped collecting tariffs imposed under the International Emergency Economic Powers Act, and has imposed additional import fees on all trading partners in accordance with Section 122 of the 1974 Trade Act. What is China's comment on the above situation? Will China take corresponding measures? We have taken note of the situation. In early February and April of 2025, the United States imposed a 10% fentanyl tariff and a 34% retaliatory tariff on Chinese goods under the International Emergency Economic Powers Act, with the 24% retaliatory tariff temporarily suspended, resulting in an actual tariff rate of 20% on China. According to the rulings of the U.S. Supreme Court on tariff lawsuits and related executive orders and announcements by the U.S. government, the U.S. has stopped collecting the above-mentioned tariffs, but has also imposed a 10% import fee under Section 122. China has also noted that the U.S. has stated on multiple occasions that it will use investigations such as Section 301 and Section 232 to impose tariffs. China is closely monitoring and will comprehensively evaluate the U.S. actions, and will decide on adjustments to retaliatory measures against the original fentanyl tariff and retaliatory tariffs imposed by the U.S. accordingly. China will reserve the right to take all necessary measures to defend its legitimate rights and interests. China has consistently opposed all forms of unilateral tariff measures and urges the U.S. to cancel and cease imposing such unilateral tariffs. Practice has repeatedly shown that cooperation benefits both China and the U.S., while confrontation harms both. China is willing to engage in candid discussions with the U.S. in the upcoming 6th round of China-U.S. economic and trade consultations. We hope that the U.S. will work with China to uphold the consensus reached during the summit meeting and phone call on February 4th, and resolve concerns on the basis of mutual respect and equal consultation, manage differences properly, and maintain a healthy, stable, and sustainable development of China-U.S. economic and trade relations.
