Ministry of Commerce Announcement No. 11 of 2026 announces the inclusion of 20 Japanese entities in the export control list.

According to the relevant provisions of the Export Control Law of the People's Republic of China and the Regulations on the Control of Dual-Use Items Export of the People's Republic of China, in order to safeguard national security and interests, fulfill international obligations such as non-proliferation, it is decided to include 20 Japanese entities such as Mitsubishi Heavy Industries, Ltd. that are involved in enhancing Japan's military capabilities in the export control list, and take the following measures: 1. Exporters are prohibited from exporting dual-use items to the aforementioned 20 entities, and overseas organizations and individuals are prohibited from transferring or providing dual-use items originating from the People's Republic of China to the aforementioned 20 entities; any related activities currently being conducted should be stopped immediately. 2. In special circumstances where export is deemed necessary, exporters must submit an application to the Ministry of Commerce. This announcement shall come into effect from the date of publication.
