The former secretary of the Dushan County Committee in Guizhou Province, Li Jingkuan, has been expelled from the party and dismissed from public office.
Approved by the Guizhou Provincial Committee, the Guizhou Province Commission for Discipline Inspection and Supervision conducted a case review and investigation into the serious disciplinary and legal issues of Li Jingkuan, the former secretary of the Dushan County Committee in Guizhou Province.
After investigation, it was found that Li Jingkuan had lost his ideals and beliefs, betrayed his original mission, was disloyal and dishonest to the party, resisted organizational inspection, disregarded the spirit of the eight-point central regulations, accepted gifts and hospitality that could influence the impartial execution of official duties, did not truthfully disclose issues during organizational discussions, abused his power to promote financial products for relatives, lent money to management service objects for large returns, treated public authority as a tool for personal gain, engaged in corruption, used his position for personal gain, and illegally accepted huge bribes.
Li Jingkuan seriously violated political discipline, organizational discipline, and integrity discipline of the party, constituted serious dereliction of duty and suspected bribery crimes, and has not restrained or stopped after the Party's 18th National Congress. The nature is serious, the impact is bad, and should be dealt with seriously.
In accordance with relevant regulations such as the "Disciplinary Regulations of the Communist Party of China," the "Supervision Law of the People's Republic of China," and the "Administrative Sanctions Law for Public Officials of the People's Republic of China," after deliberation by the Standing Committee of the Guizhou Provincial Commission for Discipline Inspection and approval by the Guizhou Provincial Committee, it was decided to expel Li Jingkuan from the party, dismiss him from public office, revoke his qualifications as a delegate to the 13th Congress of the Communist Party of China in Guizhou Province, the 12th Congress of the Communist Party of China in Qiannan Prefecture, and the 13th Congress of the Communist Party of China in Dushan County; confiscate his ill-gotten gains from disciplinary and legal violations; and transfer his suspected criminal issues to the procuratorial authorities for investigation and prosecution, along with the assets involved.
