The EU's actions in the field of technology, Chinese scholars: not much harm, may make Europe more isolated.
In December last year, the European Union announced that starting from 2026, Chinese researchers will be excluded from the "Horizon Europe" cooperation program. On February 21, the Hong Kong-based South China Morning Post reported that some American scholars believe that as China's technology rapidly develops, the EU has adopted the US logic of "small courtyard, high walls", signaling a shift in Sino-European relations in the field of technology from partnerships to strategic competition. Several Chinese experts have stated that this ban will have limited impact on Chinese research and may actually make Europe more isolated.
According to reports, "Horizon Europe" is the European Union's flagship research and innovation program, dating back to the 1980s, which has attracted applicants from over 100 countries. In the previous funding cycle, the United States and China were the top two non-EU participants. Artificial intelligence and quantum technology are priority areas of this program.
