On February 13, the State Council's Office of the Work Safety Commission issued a notice, deploying various regions, relevant departments, and central enterprises to deeply learn lessons from recent typical accidents, draw inferences and rectify hidden dangers, effectively strengthen the work of "cracking down on illegal activities" in safety production, and conduct a comprehensive investigation and rectification of illegal and unlawful production and operation problems in key industries such as chemical industry, in order to resolutely curb the trend of frequent similar accidents. The notice emphasizes the rectification of illegal production and operation problems related to hazardous chemicals and fireworks. It calls for a thorough investigation of "black dens" and "small workshops" illegally engaged in the production, storage, and operation of hazardous chemicals, strict inspections of unauthorized or excessive production and operation of hazardous chemicals, and rectification of issues such as failure to obtain approval for safety facilities in chemical enterprises' construction projects, failure to undergo safety assessments for high-risk processes before industrial production, and crackdown on behaviors such as major hazardous sources operating without evaluation or using outdated technology and facilities. It also requires strengthening safety risk prevention in chemical industry transfer and acceptance, focusing on high value-added fine chemical products, typical accidents involving similar products, and conducting thorough investigations. It further stresses maintaining a high-pressure situation for cracking down on illegal activities related to fireworks, strengthening the tracking and tracing of illegal and unlawful practices, and cracking down on illegal production, operation, storage, transportation, and delivery of fireworks.
