Hubei seriously holds accountable the issue of psychiatric hospitals suspected of insurance fraud.

Recently, the media reported on issues such as some mental health institutions in Xiangyang and Yichang, Hubei province illegally admitting patients, suspected embezzlement of medical insurance funds, and infringement of patient rights. On the 13th, the joint investigation team of the Hubei Provincial Party Committee and Government released a report on the investigation and handling of issues related to mental health institutions in Xiangyang and Yichang. According to the report, the joint investigation team went to Xiangyang and Yichang, conducted investigations into the relevant problems in the institutions and personnel involved through interviews, reviewing records and data analysis, in accordance with regulations and laws. It was found that 10 mental health institutions including Xiangyanxiangya Mental Hospital in Xiangyang were suspected of fraudulent diagnosis and treatment to obtain medical insurance funds; 6 hospitals including Xiangyang Ankan Mental Hospital were found to induce patients by offering reduced costs; Yichang Yilinkangning Mental Hospital was found to have patients falsely discharged and readmitted continuously; and 3 mental health institutions including Xiangyang Hong'an Mental Hospital were found to have a few staff members physically assaulting patients with mental disorders, among other illegal and irregular issues. The investigation also found negligence and dereliction of duty in local management, industry management, and departmental supervision; as well as instances of bribery and misconduct involving certain public officials. The report stated that based on the investigation, the public security organs in Xiangyang and Yichang have placed 14 people including Liu, the legal representative of Xiangyang Hong'an Mental Hospital, under criminal detention for suspected fraud and embezzlement of medical insurance funds by fabricating medical service projects. The accountant Liu from Xiangyang Yanyiguang Mental Hospital is also under criminal detention for suspected concealment of accounting vouchers. The health and medical insurance administrative departments have organized strict measures against the 10 institutions involved in the incident in accordance with the law and regulations. Furthermore, the disciplinary and supervisory authorities have initiated investigations against 9 public officials including Liu, the former director of the Xiangzhou District Medical Security Bureau in Xiangyang, for alleged bribe-taking and abuse of power, and implemented supervisory measures. Investigations have also been launched into 4 party members and cadres suspected of violating the Central Party's eight-point regulations. The Hubei Provincial Commission for Discipline Inspection and Supervision has ordered thorough written inspections by the governments of Xiangyang and Yichang, and has initiated accountability investigations into members of the Party Committee and Deputy Directors of the Provincial Health Commission, Deputy Directors of the Provincial Medical Insurance Bureau, the mayors of Xiangyang City, and Deputy Mayors in charge of health and medical insurance work in Xiangyang and Yichang, and other responsible officials in Xiangyang and Yichang.
