Two departments: Strengthen the data sharing between the online approval monitoring platform for investment projects and the approval management system for engineering construction projects.

The General Office of the National Development and Reform Commission and the General Office of the Ministry of Housing and Urban-Rural Development issued the "Notice on Strengthening the Data Sharing of the Investment Project Online Approval Supervision Platform and the Engineering Construction Project Approval Management System". It proposes to use the fixed asset investment project code generated by the investment online platform as the information correlation identifier to achieve information sharing related to construction projects such as housing construction and urban infrastructure. The investment online platform focuses on sharing project basic information and approval related information; the engineering approval system focuses on sharing information on construction permits, construction drawing review, construction permits, and completion acceptance. For other approval information such as land preliminary approval and site selection opinions, environmental impact assessment, social stability risk assessment, soil and water conservation, and use of forest land, according to the principle of sharing with or without, the party that has already collected the information should be responsible for ensuring cross-system data sharing. Encouragement is given to conduct real-time data sharing through data sharing exchanges, data interfaces, and other means. If real-time sharing conditions are not available, the sharing frequency should not be less than 30 minutes. Strengthen data quality management for shared data, according to the principle of "who provides, who is responsible", and enhance verification and correction of problematic data, and timely update shared data.
