Fujian: Implementing the "Hundred Billion Upgrade" Action Plan for Developing and Strengthening Specialized Modern Agriculture, striving for the total output value of the top ten rural characteristic industries in the entire industry chain to exceed 4 trillion yuan.
Recently, the Department of Agriculture and Rural Affairs of Fujian Province, the Bureau of Ocean and Fisheries, and the Forestry Bureau jointly issued a plan to organize and implement the "Billion Yuan Upgrade" action for developing and strengthening characteristic modern agriculture during the "15th Five-Year Plan" period, striving to achieve a total output value of over 4 trillion yuan for the entire industry chain of ten major rural characteristic industries by the end of the "15th Five-Year Plan".
These ten major rural characteristic industries are: tea, vegetables, fruits, livestock and poultry, aquatic products, flowers and plants, forestry and bamboo, edible fungi, rural tourism, and rural logistics. Specifically, the province will focus on the construction of characteristic agricultural industry clusters during the "15th Five-Year Plan", and coordinate the development of 40 modern agricultural industry parks, 200 strong agricultural industry towns, and 3000 specialized villages for rural characteristic industries, promoting the connection of points to lines and the clustering of chains.
By the end of the "15th Five-Year Plan", the province aims to establish over 30 billion yuan characteristic agricultural industry clusters and over 30 billion yuan characteristic agricultural value counties. In line with the construction goals, the plan identifies four specific tasks: strengthening the industry chain, activating the innovation chain, facilitating the funding chain, and expanding the talent chain. In particular, the strengthening of the industry chain emphasizes the role of "chain leading" enterprises, focusing on key agricultural industrialization enterprises at the municipal level and above, selecting and nurturing 3-5 "chain leading" enterprises with independent research and development capabilities, independent intellectual property rights, and core competitive technologies in each industry cluster, and supporting them through targeted assistance, technology sharing, order guarantees, etc., to connect and drive other small and medium-sized agricultural enterprises, farmer professional cooperatives, family farms, and professional large households as new agricultural business entities, deeply embedding in the industry chain and supply chain.
