In the first 11 months of 2025, leaders and cadres of the national procuratorate system received and conducted visits for 29,500 cases.
On February 13, during an interview with the Chief Prosecutor, Chen Zhicheng, the Director of the Appeals Prosecution Department, stated that from January to November 2025, national prosecutorial agencies handled 29,500 leadership visits and visits to lower levels, and processed 47,000 petition cases. 70% of petition conflicts at the grassroots level were effectively resolved. Leadership visits and handling of petition cases have four positive effects: First, they demonstrate leadership and guide all prosecutors to take action; Second, they promote relief and solve the urgent problems faced by the people; Third, they strengthen diverse coordination and better consolidate the efforts to resolve conflicts and disputes; Fourth, they focus on transforming results, promote the improvement of case handling quality and efficiency, and promote social governance.
