Two departments issued opinions to improve the management mechanism of construction and operation of major water conservancy projects.

According to the Ministry of Water Resources, in order to further improve the construction, operation, and management mechanism of major water conservancy projects, the Ministry of Water Resources and the National Development and Reform Commission recently issued the "Implementation Opinions on Improving the Mechanism for the Construction, Operation, and Management of Major Water Conservancy Projects." Major water conservancy projects are important infrastructure that promotes high-quality economic and social development, playing a crucial role in ensuring flood safety, water supply security, food security, and ecological security. It is reported that the opinions are divided into four parts: general requirements, improving the mechanism for high-quality construction of projects, improving the mechanism for high-level operation of projects, and improving the mechanism for high-efficiency management of projects. The opinions require focusing on the national goal of building a national water network that is "comprehensive and safe, efficient and environmentally friendly, smooth and well-regulated," adhering to government guidance and market participation, coordinating "hard investment" and "soft construction," and establishing a mechanism for construction and operation with clear responsibilities, diversified investments, and equal emphasis on quality and efficiency. This will create a system that is well-established, data-empowered, and efficiently regulated to achieve high-quality construction, high-level operation, and efficient management of major water conservancy projects.
