1. Continuously expand the supply of high-quality consumption. Promote consumption to expand and deepen from traditional goods to service consumption, brand consumption, green consumption and other areas. Improve the level of first release economy, accelerate the construction of commercial brands, and create a landmark for night-time economy.
2. Continuously enrich new consumption scenarios. Carefully organize the New Year's consumption season, "Five Five Shopping Festival", "Shanghai Summer" International Consumption Season, Global Food Festival and other consumer expansion activities. Strengthen the development of new types of consumption, and explore the potential points of high-end custom clothing, works of craft masters and other characteristic consumption.
3. Continuously release policy dividends. Activate consumption scenes through policies and release multiplier effects. Continuously promote the implementation of updates in consumption of appliances, cars, mobile phones and other products, and improve the consumer goods recycling system. The pilot project of awarding invoices will be launched for the first time, and approximately 150 million yuan in consumption vouchers will be distributed in each district during the Spring Festival this year.
4. Continuously optimize the consumption environment. Continuously promote the facilitation of inbound tourism, outbound tax refunds and cross-border payments, and create a number of inbound consumer-friendly business districts and outbound tax refund characteristic agglomeration areas.
