Li Qiang presided over the executive meeting of the State Council, listened to the report on the handling of suggestions from National People's Congress deputies and proposals from the National Committee of the Chinese People's Political Consultative Conference in 2025, discussed policies and measures to promote effective investment, and deployed the revision of the "Environmental Air Quality Standards" and the discussion of the "People's Republic of China Tendering and Bidding Law".
Premier Li Keqiang chaired the State Council executive meeting on February 6 to hear a report on the handling of suggestions from National People's Congress deputies and proposals from the National Committee of the Chinese People's Political Consultative Conference for the year 2025. The meeting also discussed measures to promote effective investment policies, deployed the revision of the "Environmental Air Quality Standards," and discussed the "People's Republic of China Tendering and Bidding Law".
The meeting pointed out that handling the suggestions from NPC deputies and CPPCC proposals is an inherent requirement for the government to consciously accept supervision and perform its duties in accordance with the law. It is also an important embodiment of in-depth practice of the entire process of people's democracy. Over the past year, State Council departments have combined handling work with implementing decisions and deployments of the Party Central Committee, and the goals and tasks outlined in the Government Work Report, pushing forward with solving a batch of issues concerning reforms, development, and the urgent needs of the people. With the National Two Sessions approaching, it is necessary to conscientiously implement the newly amended Representative Law and the newly revised Rules of Procedure for Handling Proposals of the CPPCC, actively listen to and adopt the opinions and suggestions of deputies and members, and focus on implementation to promote transformation, and ensure high-quality handling of proposals and suggestions this year.
The meeting emphasized that promoting effective investment plays an important role in stabilizing economic growth and enhancing development resilience. It is necessary to innovate and improve policy measures, and enhance the effectiveness of central budget investments, ultra-long-term special treasury bonds, local government special bonds, and other funds and new policy financial instruments. Complementing the formulation and implementation of the 15th Five-Year Plan, efforts should be focused on long-term development needs and building future competitive advantages, in key areas such as infrastructure, urban renewal, public services, emerging industries, and future industries, thorough planning to promote a number of major projects and initiatives. The meeting called for better play of the role of central SOEs in increasing investment, increased support for private investment, and formation of a joint force to promote effective investment.
The meeting noted that through unremitting efforts, China's air quality has significantly improved in recent years, and the sense of gain for the people has constantly increased. The newly revised "Environmental Air Quality Standards" set higher requirements for PM2.5 annual average concentration. It is necessary to adhere to planned guidance, strengthen policy support, coordinate with the new standards, improve fiscal, financial, technological, and pricing support policies, strengthen governance and joint prevention and control in key areas, continue to enhance governance efficiency, and protect the beautiful blue sky.
The meeting discussed and tentatively adopted the "People's Republic of China Tendering and Bidding Law", and decided to submit the draft for deliberation by the Standing Committee of the National People's Congress. The meeting stressed that, taking this opportunity, it is necessary to reform and improve the tendering and bidding system, remove implicit barriers, improve evaluation methods, enhance transparency, crack down on illegal activities, and promote the standardized and healthy development of the tendering and bidding market.
