Ministry of Agriculture and Rural Affairs: Make efforts to implement the new round of 100 billion kilograms of grain production capacity enhancement action, and allocate grain, soybean, and oilseed production targets and tasks to various provinces.

The Ministry of Agriculture and Rural Affairs has issued the implementation opinions on the comprehensive revitalization of rural areas and the solid promotion of agricultural and rural modernization as outlined in the opinions of the Central Committee of the Communist Party of China and the State Council on anchoring agricultural and rural modernization. It mentions the importance of not relaxing efforts in grain and oil production. It stresses the simultaneous focus on production capacity, ecological production, increasing production and income, and the overall development of technology agriculture, green agriculture, quality agriculture, and branded agriculture. Efforts will be made to implement a new round of actions to increase grain production capacity by billions of kilograms, assigning grain, soybean, and oilseed production targets to each province, strengthening the assessment of land protection and food security responsibilities by provincial Party committees and governments, and ensuring that grain production remains stable at around 1.4 trillion kilograms. Counties and cities with conditions and state-owned farms are encouraged to systematically promote the increase in the yield of grain and oil crops on a large scale, expand the scale of projects to increase grain yield, continue to carry out targeted work to improve yields with the participation of millions of new agricultural entities leading the way, focusing on the promotion of high-performance machinery and comprehensive technology integration to improve land, seeds, equipment, and management for increased efficiency. Optimizing agricultural production structure and regional layout according to local conditions, promoting the cultivation of grain varieties and improving quality, expanding the production of special wheat with strong gluten, high-quality and tasty rice, and fresh-eating corn, promoting sales to match and achieve high quality and price. Consolidating and increasing soybean and oilseed production capacity, intensively implementing the national project to increase soybean and oilseed production capacity, stabilizing soybean acreage, expanding production space for rapeseed, peanuts, and other oilseed crops, and increasing the diversity of oilseed supplies.
