Journalists learned on February 5th from the National Development and Reform Commission that the commission has recently issued a notice regarding the preparations for the 2026 spring farming season and the steady supply and pricing of fertilizers throughout the year. The notice outlines six key areas of work: ensuring the supply of raw materials for fertilizer production and stabilizing fertilizer production; promoting smooth circulation of fertilizers and reducing the cost of fertilizer for agriculture; strengthening the management of fertilizer reserves and effectively utilizing the function of reserves; strengthening the management of fertilizer import and export services to ensure import protection; enhancing the regulation of the fertilizer market and maintaining a good market order; promoting scientific fertilization and improving the efficiency of fertilizer use. The notice specifically states that provincial-level development and reform commissions, together with transportation authorities, should ensure smooth waterway and road transportation of fertilizers and production materials; play the role of backbone circulation corridors for agricultural inputs to promote smooth circulation of fertilizers and materials; guide key agricultural input circulation enterprises to increase the percentage of direct sales to fertilizer end-users. The Agricultural Development Bank is encouraged to leverage its role as a policy bank and increase comprehensive financial support for fertilizer reserve business and related warehouse construction. Enterprises with conditions are encouraged to increase the import of sulfur according to the situation, aiming to maintain a reasonable level of domestic inventory to stabilize domestic supply. Key fertilizer circulation enterprises are encouraged to take the initiative to assume social responsibility for ensuring fertilizer supply and stable pricing and resist counterfeit and inferior products.
