Liao Min chaired the APEC Finance and Central Bank Deputies Meeting and held several bilateral meetings.
From February 4th to 5th, 2026, the APEC Finance and Central Bank Deputies Meeting was held at the Shanghai National Accounting Institute. This was the first financial meeting held since China took over as the host of APEC in 2026. Deputy Minister of Finance Liao Min chaired the meeting on behalf of China. The meeting focused on global and regional economic and financial situations, fiscal policies that support people's livelihood development, financing for digital infrastructure, inclusive finance, and other topics. The meeting approved China's proposed APEC Finance and Channel Work Plan for 2026, as well as the APEC Youth Financial and Economic Talent Exchange and Cooperation Project. Liao Min stated that the Asia-Pacific region is facing multiple challenges such as trade policy uncertainty, aging populations, and high debt levels, but it remains an important engine of global economic growth. APEC economies should uphold multilateralism, strengthen macroeconomic policy coordination, deepen regional cooperation, enhance financial resilience, and jointly promote sustainable economic growth in the region and the construction of the Asia-Pacific community. Liao Min highlighted the spirit of the Fourth Plenary Session of the 20th Central Committee and the proposals of the "15th Five-Year Plan", elucidating the long-term positive development trend of the Chinese economy, and emphasizing that China will continue to promote high-quality development and drive economic growth through domestic demand, consumption-led, and endogenous growth models. Before and during the meeting, Liao Min also met or exchanged views with Deputy Minister of Finance Nguyen Quoc Phuong of Vietnam, Deputy Minister of Finance Albos of the Philippines, Acting Deputy Secretary Brooke of the US Treasury, Deputy Governor Yeboam of the Bank of Papua New Guinea, Director of Multilateral Affairs of the World Bank Heitmann, and Project Manager of the APEC Secretariat McKenzie on mutual concerns regarding bilateral and multilateral financial issues.
