Market Supervision Administration: 174 standards lead the expansion of "two new" policies, stimulating new industrial dynamics.

The State Administration for Market Regulation introduced that by 2025, the agency will implement the "Two News" action plan, focusing on the integration and application of emerging technologies and the upgrading of traditional industries. A total of 174 standards will be issued to help industry enterprises improve quality and efficiency. At the same time, around the replacement of old products with new ones, expanding service consumption, and housing renovation and upgrading, 230 standards will be issued to promote the improvement of product, service, and project quality, and accelerate the upgrade and expansion of personal and household consumption. In the standardization work, for key areas such as health, safety, and environmental protection, efforts will be made to make the implementation of standards mandatory whenever possible. Following the principle of "strong when necessary," 113 mandatory national standards will be quickly issued to continue strengthening the rigidity of standards. Around the entire chain of circular economy including the trading of second-hand products, product recycling and utilization, and the use of recycled materials, 66 national standards will be issued to accelerate the development of a sound system of recycling standards, and promote the high-quality development of the resource recycling industry. The Central Economic Work Conference has made new deployments for optimizing the implementation of the "Two News" policy in 2026, and the State Administration for Market Regulation will launch a new set of special actions. Firstly, it will promote the updating of standards for traditional industries. Focusing on the needs of the ten major traditional industries such as petrochemicals, machinery, light industry, steel, non-ferrous metals, building materials, textiles, shipbuilding, automobiles, and power for high-quality development, standards will be revised and updated to support the transformation and development of industries. Secondly, it will advance the upgrading of consumer product standards. Focusing on the new demands of consumers for safety, quality, green, intelligent, and healthy products, a work plan to accelerate the upgrading of national consumer product standards will be formulated to build a new system of consumer product standards that is compatible with high-quality development, providing solid support for increasing the adaptability of consumer goods supply and demand and stimulating consumption potential. Thirdly, it will strengthen the construction of service standards. Guidance on strengthening the construction of service standards will be formulated to address urgent needs in key areas such as production services, lifestyle services, and public services, strengthening the construction of standards in both traditional and emerging service areas to promote the high-quality and efficient development of the service industry. Fourthly, efforts will be increased in developing mandatory standards. A special action will be launched to update and upgrade the implementation of mandatory national standards, increase the supply of mandatory standards related to life and property safety, timely convert relevant important fields' recommended standards into mandatory national standards, and effectively strengthen the standard defense line related to safety.
