On the 4th day, Han Wenxiu, Deputy Director in charge of daily work at the Central Finance and Economic Affairs Commission and Director of the Central Agricultural and Rural Affairs Office, introduced at the press conference held by the State Council Information Office that this year, the Central Document No. 1 made specific arrangements for normalization of assistance, and various supporting policies are also being formulated and implemented swiftly. Han Wenxiu said, "Consolidating and expanding the achievements of poverty alleviation is a long-term task. We must continue to tighten and implement our work responsibilities, incorporate normalized assistance into the overall implementation of the rural revitalization strategy, persist in implementing our work effectively, and ensure that we can permanently defend against any large-scale backsliding into poverty." Specifically, dynamic management will be implemented for the assisted individuals. Preventing a return to poverty through monitoring and assistance will cover all rural residents, and anyone at risk can be included in monitoring and assistance. Reasonable criteria will be determined for identifying individuals at risk of falling back into poverty, effectively carry out routine monitoring at the village and township levels, establish a precise identification and rapid response mechanism, ensure early detection, early intervention, and early assistance. In terms of assistance methods, precision and efficiency should be emphasized. Strengthened development-oriented assistance, leveraging the role of social assistance as a last resort guarantee, promoting the integration of assistance policies, and focusing on enhancing endogenous motivation.
