At the press conference held by the State Council Information Office today, officials from the Central Financial Office and the Central Agricultural Office stated that consolidating and expanding the achievements of poverty alleviation is a long-term task. The Party Central Committee has already clearly defined the overall requirements for normalizing assistance in the future. This year's Central Document No. 1 has made specific arrangements, and various supporting policies are also being developed and implemented. Han Wenxiu, Deputy Director in charge of daily work of the Central Financial Office and Director of the Central Agricultural Office, stated that the key is to focus on four aspects: First, dynamic management should be implemented for the assisted targets. Preventing a return to poverty and monitoring assistance for all rural residents, with anyone at risk being included in monitoring and assistance. Second, the assistance method should emphasize precision and efficiency. Strengthen development-oriented assistance, leverage social assistance as a safety net, promote the integration of assistance policies, strengthen endogenous motivation, prevent indiscriminate allocation of resources, and avoid a blind reliance on assistance, in order to prevent a "cliff effect" in policies. Third, emphasis should be placed on hierarchical classification in assisted areas. Designate key counties for rural revitalization as assistance units for underdeveloped areas, and identify 160 national key counties for rural revitalization and a group of provincial key counties for rural revitalization. Fourth, overall stability should be maintained in assistance policies. Maintain the stable scale of central financial assistance funds and the investment of funds at the provincial and municipal levels. At the same time, improve the system of normalizing assistance policies and continue to enhance the image of poverty alleviation efforts as a national priority.
