According to a press conference held by the Supreme People's Court, in 2025, the Supreme Court organized and guided various levels of people's courts to carry out a special action on regulating law enforcement related to enterprises, which has achieved positive results and solid outcomes, providing strong judicial services and guarantees for high-quality economic and social development. During the special action, the people's courts strengthened the legality review of administrative actions, resolutely corrected issues such as arbitrary charges, fines, inspections, and sealings, and corrected 367 cases of improper cross-regional law enforcement and profit-oriented law enforcement according to the law, correcting issues such as excessive fines and inappropriate penalties imposed on small enterprises by administrative agencies. It was reported that local courts strictly implemented the "back-to-back" clause judicial interpretation to prevent large companies from taking advantage of their dominant position to bully smaller ones. National courts directly applied this judicial interpretation to conclude 709 cases, helping small and medium-sized enterprises recover debts worth 1.9 billion yuan. Meanwhile, courts at all levels strengthened the supervision of litigation involving enterprises and judicial review of administrative actions related to enterprises, resolutely correcting any wrongdoing, providing practical support for legal business operations for enterprises and entrepreneurs through concrete actions. During the special action, the people's courts carefully reviewed 69 criminal cases related to enterprises and determined that they should not be prosecuted as crimes; actively played a role in judicial supervision, re-tried and corrected 55 cases of wrongful criminal convictions involving enterprises, benefiting 88 individuals. When enterprises faced difficulties due to litigation disputes, local courts actively promoted the resolution of disputes and the mediation process through various mechanisms to facilitate the recovery and healthy development of enterprises. During the special action, a total of 1.7762 million enterprise disputes were successfully resolved, effectively reducing the time and economic costs of resolving disputes and helping enterprises overcome difficulties.
