The Suzhou Municipal Committee of the Communist Party of China has issued a proposal on formulating the 15th Five-Year Plan for National Economic and Social Development in Suzhou, which mentions the high-level construction of an "AI+" city. It aims to deepen the construction of Digital Suzhou, seize the opportunity of building the national new generation artificial intelligence innovation and development experimental zone and the artificial intelligence empowerment pilot area for new industrialization, comprehensively implement the "AI+" initiative, build a national artificial intelligence application pilot base, and use artificial intelligence to empower the transformation and upgrading of the manufacturing industry. It also promotes the integrated and coordinated development of artificial intelligence-driven new research paradigm, technological research and development, engineering implementation, and product application, actively deploys innovative application technologies such as artificial intelligence chips and quantum, and researches and promotes industry-specific models. It builds an industrial ecology chain from artificial intelligence "chips-algorithms-platforms-applications," cultivates industrial clusters with advantages in artificial intelligence, and expands the application of artificial intelligence in industrial, cultural, livelihood, and governance scenarios, empowering various industries and fields comprehensively. It improves the innovation and entrepreneurship ecosystem of "AI+" and establishes a brand as the top choice city for solo entrepreneurial companies. It carries out the "data element X" initiative, strengthens efficient supply of computing power, algorithms, and data, builds high-quality data sets, promotes national infrastructure pilot projects for data circulation and utilization, and pilot projects for the full-process management of data assets, accelerates the construction of national data industry clusters, orderly promotes public data opening and authorized operation, and advances the construction of Suzhou International Data Port.
