The Suzhou Municipal Committee of the Communist Party of China has issued recommendations for the formulation of the fifteenth five-year plan for national economic and social development in Suzhou, which includes improving the financial services system. Focus will be placed on the development of five major areas in financial services: technology finance, green finance, inclusive finance, pension finance, and digital finance. A high-level international cooperation development zone for technology finance will be established, and a unified mechanism for linkage based on the "science and technology innovation index" for stocks, loans, bonds, insurance, and guarantees will be improved. The action plan for high-quality development of digital finance will be implemented, with innovative applications of digital renminbi expanded across all areas of the city, and pilot projects for "artificial intelligence + finance" promoted to establish a national key laboratory for digital finance. The coordination mechanism for supporting financing for small and medium-sized enterprises will be optimized, and innovative products and services for "four loans linkage" will be continuously promoted. The reform of the investment and financing system will be deepened, with efforts to actively develop direct financing such as equity and bonds, provide strong support for enterprise listing, promote the growth and strengthening of listed companies, and nurture more billion-dollar scale listed companies. The pilot program for equity investment by financial asset management companies will be accelerated, and effective paths for investment by social security science and technology innovation funds will be explored. Efforts will be made to enhance the level and service functions of financial institutions in Suzhou. Financial cooperation and opening-up will be deepened, with active absorption of Shanghai's financial resources overflow, strengthened cooperation with international financial centers such as Hong Kong, and consolidation and improvement of the achievements of the national financial reform experimental zone in Kunshan.
