Ministry of Industry and Information Technology: Will formulate the "14th Five-Year Plan" to promote the development of small and medium-sized enterprises.

On January 21st, the State Council Information Office held a press conference to introduce the development results of industrial and information technology by 2025. Deputy Minister of Industry and Information Technology Zhang Yunming stated that by 2025, the value added of small and medium-sized enterprises in the national industrial sector will increase by 6.9% compared to the previous year. 17,600 national special new small giant enterprises will be cultivated cumulatively, with a research and development investment intensity of 7%. In 2026, the Ministry of Industry and Information Technology will improve the policy and regulatory system to promote high-quality development of small and medium-sized enterprises. First, continuously optimize the business environment, formulate the "Fifteen Five" plan to promote the development of small and medium-sized enterprises, fully implement the regulations on safeguarding the payment of funds to small and medium-sized enterprises, firmly curb new arrears, and safeguard the legitimate rights and interests of small and medium-sized enterprises; Second, increase efforts to cultivate more special new enterprises, and implement a three-year action plan for the gradient cultivation of high-quality enterprises; Third, make every effort to provide full-element, full-cycle services, focus on enterprise needs, build and use the China Small and Medium-sized Enterprises Service Network well, and create the first batch of national small and medium-sized enterprises public service demonstration platform bases.
