The Ministry of Natural Resources and the Ministry of Housing and Urban-Rural Development have issued a notice on further supporting urban renewal actions. The notice mentions the improvement of land policies. It emphasizes the principle of "projects following planning, land elements following projects", strengthening land protection, establishing a comprehensive and unified land use control and planning permit system covering all types and regions, coordinating well between new and existing construction land, handling land use adjustments related to national land planning in accordance with procedures and laws. Promote mixed land development and reasonable land use conversions, clarify the positive list, negative list, and control requirements for land use conversion and compatible use, and improve transitional policies for land use conversion. Activate and utilize existing inefficient land, improve mechanisms for reclaiming rights to idle land, optimize policies for scattered land consolidation, floor area ratio transfers, or incentives. Support the construction of affordable housing, industrial development, and improvement of public service facilities on existing inefficient land. In addition to cases where government reclaiming of land use rights is specified in state-owned land use rights transfer contracts or land allocation decisions, and cases prohibited by laws and regulations from unauthorized transfer, state-owned land users are encouraged to renew and transform inefficient land through self-initiation or methods such as transfer, investment, and joint operation. Optimize land price calculation and collection rules. Promote the establishment of construction land use rights on the surface, above ground, or underground. Improve the real estate registration system related to urban renewal.
