Officials in charge of the relevant departments of the China Banking and Insurance Regulatory Commission answered questions from reporters on the Implementation Plan for the High-Quality Development of Digital Finance in the Banking and Insurance Industry.
The "Plan" lists eight key areas for promoting digital financial services. Firstly, to support the innovative growth of technology-based enterprises, focusing on their characteristics and establishing a big data set for enterprise identification portraits to improve credit approval efficiency. Secondly, to serve the development of advanced manufacturing industry, utilizing industrial Internet and industry knowledge graphs to enhance the collection and analysis capabilities of manufacturing enterprise data, strengthening credit support for digital transformation of manufacturing industry, actively using digital technology to provide insurance compensation services, and enhancing security risk prevention capabilities. Thirdly, to support the development of green economy, using technological means to identify environmental risks, optimize green financial service models, and help achieve the "dual carbon" goals. Fourthly, to deepen financial services for small and micro enterprises, integrating multidimensional data such as logistics and taxation to optimize credit models, building online comprehensive service platforms for small and microfinance, and constructing a characteristic financial ecosystem. Fifth, to develop targeted digital financial products in the field of livelihood services, improve financial service capabilities in the medical, elderly care, and other fields, while focusing on bridging the "digital divide" and strengthening the construction of barrier-free functions for elderly and disabled assistance in branches. Sixth, to serve rural revitalization, strengthen the construction of digital platform systems and data integration, enhance the financial service capabilities for agriculture, rural areas, and farmers, extend the radius of financial services, and help build digital rural areas. Seventh, to support the implementation of national major regional development strategies, providing digital financial services tailored to local conditions. Eighth, to support trade digitalization, actively participate in the digital construction of shipping trade, strengthen the application of trade data information, and provide high-quality financial services for Chinese enterprises going global and participating in the "Belt and Road" initiative.
