National existing property sales account for over 35%, industry insiders: "Fifteenth Five-Year Plan" period is expected to gradually advance.

Since 2025, many cities such as Pingjiang in Hunan, Zhangye in Gansu, and Xinyang in Henan have successively introduced policies requiring newly auctioned land for commodity housing projects to be sold as finished units. According to monitoring data from CRIC, the proportion of sales of finished units for commodity residential properties has increased from 10% in 2019 to 33% in early 2025. More than 30 provinces nationwide have initiated pilot projects for selling finished units or introduced supporting policies. Data from the National Bureau of Statistics shows that in 2024, the sales area of finished units for commodity housing accounted for approximately 30.84% of total commodity housing sales area; in the first nine months of 2025, this proportion increased to 35.4%. With the background of promoting high-quality development of the real estate sector in the 15th Five-Year Plan, the Ministry of Housing and Urban-Rural Development recently proposed six key tasks, including establishing a housing guarantee waiting list system and promoting the system of selling finished units for commodity housing. This also means that a series of measures represented by "promoting sales of finished units" will become the core tasks for the development of the real estate industry in the next stage. According to analysis from CRIC, "with the continuous refinement of policies and the gradual adaptation of the market, the sales model of finished units is expected to become a new normal for the sale of commodity residential properties in China, which is necessary to practice and enrich new development models for the real estate industry."
