Beijing: Qualified employers can apply for conducting independent title review.
The Beijing Municipal Human Resources and Social Security Bureau recently issued the "Beijing Municipal Regulations on Self-Evaluation of Professional Titles", with the principles of "classification measures, connecting evaluation and use, and balancing regulation and supervision", constructing a talent evaluation system oriented towards innovation ability, quality, effectiveness, and contributions. Based on the industrial, sectoral, and professional situations, the authority to evaluate professional titles is cautiously and orderly delegated to employers, allowing evaluation criteria to better align with business development and job requirements, promoting the deep integration of talent development and industry needs. A relevant person in charge of the Beijing Municipal Human Resources and Social Security Bureau introduced that the introduction of self-evaluation policies for professional titles is a significant breakthrough in the reform of Beijing's talent evaluation mechanism. In order to fully utilize the incentive role of professional title evaluation and make professional title evaluation a catalyst for stimulating talent innovation, Beijing specifically outlines the application conditions, allowing employers who are "willing, competent, and insured" to apply for self-evaluation of professional titles.
