The Infrastructure Development Department of the National Development and Reform Commission issued a document stating that it will deepen reforms in key areas, market-oriented reforms, and investment and financing reforms to better integrate effective markets with a proactive government, continuously enhancing the dynamism and vitality of infrastructure development. In the transportation sector, it will deepen comprehensive transportation system reforms, promote railway system reforms, optimize the planning and construction management of local highways, and strengthen air traffic control system reforms. It will improve market access and exit mechanisms in key areas, encourage and guide private enterprises to participate in construction and operation. It will improve the market-oriented adjustment mechanism for transportation prices, promote independent operation of natural monopoly segments of railways and market-oriented reforms in competitive segments, and optimize toll road policies. It will accelerate the revision of transportation laws and regulations, and improve regulations related to autonomous driving. In the energy sector, it will establish a nationwide unified electricity market, establish and improve market-based trading mechanisms for high proportion and large-scale new energy grid access, and optimize the operation and dispatch mechanisms of oil and gas pipelines. It will strengthen the foundation of medium- and long-term energy supply contracts, promptly improve major policies such as new energy market access, direct connection of green electricity, and capacity market construction, and strengthen the linkage between the electricity market, green electricity and green certificate markets, and carbon markets.
