The meetings emphasized that the "15th Five-Year Plan" period is a crucial period for laying a solid foundation for basic realization of socialist modernization and making comprehensive efforts. The core goal is to promote the safe, efficient, and sustainable use of natural resources, optimize the development pattern of national land space, strengthen the management of natural resource assets, strictly adhere to the red line for protecting farmland, implement a new round of breakthrough strategies for mineral exploration, strengthen the development, utilization, and protection of marine resources, improve the level of intensive and safe use of water resources, coordinate the governance of mountains, waters, forests, fields, lakes, grasslands, sands, and other ecosystems, strengthen the construction of surveying and geographic information, enhance the capacity for disaster prevention and reduction of natural disasters, strengthen the independent innovation capability of natural resources science and technology, and accelerate the modernization of harmonious coexistence between humans and nature.
