On the 23rd, Haikou Customs announced that recently, 55.25 tons of polypropylene from China Sinochem Hainan Refining and Chemical Co., Ltd. were successfully shipped out of Yangpu Port using the "batch out and centralized declaration" model. This is the first batch of goods in Hainan Free Trade Port to clear customs using the "batch out and centralized declaration" model. "Batch out and centralized declaration" is an innovative customs supervision model implemented for the "second line" after the operation of Hainan Free Trade Port. It is mainly applicable to high-level certified companies and companies with "white list" credit ratings. The goods covered include "zero tariff" goods in Hainan Free Trade Port and their processed products, bonded goods that enjoy processing and value-added tax exemption policies, goods with relaxed trade management measures when entering Hainan Free Trade Port from overseas, and their processed products. This model allows companies to handle the export procedures in batches as needed, and then complete the centralized declaration within the specified period, especially suitable for production companies with small batches and frequent export needs, which helps improve logistics efficiency. In the next step, the customs will continue to carry out various forms of policy promotion, explore the implementation of more convenient customs clearance measures, unleash policy dividends, promote the development and growth of Hainan's characteristic and advantageous industries, and support the high-quality development of Hainan Free Trade Port.
