The Sanya Municipal Committee of the Communist Party of China has issued a recommendation on formulating the 15th Five-Year Plan for National Economic and Social Development. It mentions focusing on the construction of "two bases", "two hubs", and "two networks", fully leveraging the advantages of location and industry, accelerating the construction of a bridgehead for domestic companies to go global and an important intersection node for domestic and international dual circulation. It also proposes introducing and implementing a number of iconic foreign investment projects, actively promoting foreign investment in high-tech, high-end consumption, financial services, medical care, and health industries to enhance economic openness and international competitiveness. Additionally, steady expansion of air rights opening up is advocated to promote the increase of regional aviation hub level.
