The Shanghai Municipal Economic and Information Technology Commission and other departments issued the "Action Plan to Accelerate Food Science and Technology Innovation to Empower Industrial Development in Shanghai". By 2027, significant breakthroughs will be made in the creation of synthetic bio-foods, and the level of intelligent food manufacturing will be enhanced. Research and obtain approval for 3-5 new food raw materials, new varieties of food additives, and new varieties of food-related products, and develop 1-2 special medical formula foods; foster the growth of more than 5 independent innovative enterprises with core technologies in food creation and intelligent manufacturing capabilities; establish a sound standard system for the development of the food industry, forming a coordinated mechanism of research, testing, and approval. By 2030, build a food science and technology innovation source and industrial highland with global influence, create a more secure, healthier, more convenient, and sustainable food innovation ecosystem. Form an innovative enterprise cluster covering the entire food industry chain, cultivate 8-10 leading enterprises in segmented sectors, promote the listing of 1-2 synthetic bio-food innovation enterprises; the output value of the food industry will exceed 150 billion yuan; promote the construction of internationally aligned standard systems and approval mechanisms, establish a national nutrition and health industry aggregation zone and a new food leading park, support the high-quality development of China's food industry and actively participate in global food technology governance.
