The Anhui Provincial Committee of the Communist Party of China has issued suggestions on formulating the 15th Five-Year Plan for National Economic and Social Development, proposing to actively and steadily promote and achieve carbon peaking. It suggests establishing a new mechanism for the comprehensive transformation from dual control of energy consumption to dual control of carbon emissions. It also recommends promoting the reduction of coal consumption in industries such as steel, petrochemicals, and building materials, vigorously developing green and low-carbon buildings, promoting the construction of integrated photovoltaic buildings, and accelerating the green transformation of ports along the Yangtze River and the Huai River. The document also proposes improving the carbon emission statistics and accounting system, steadily implementing policies and systems such as local carbon assessment, industry carbon control, enterprise carbon management, project carbon assessment, and product carbon footprint. It suggests actively participating in the construction of national carbon emissions trading market and voluntary emission trading market for greenhouse gases. It also recommends vigorously developing carbon asset management and carbon market services in the energy-saving and carbon reduction service industry. Furthermore, the document suggests developing distributed energy, constructing zero carbon factories and parks, improving mechanisms for adapting to climate change, and enhancing the capacity to respond to climate change, especially extreme weather events.
