The Anhui Provincial Committee of the Communist Party of China has issued a proposal on formulating the 15th Five-Year Plan for National Economic and Social Development. It proposes implementing a plan for the growth of high-quality manufacturing enterprises, supporting leading companies in clusters to go public for financing, carrying out mergers and reorganizations, promoting the upgrading and efficiency of technology-based small and medium-sized enterprises, high-tech enterprises, and specialized and innovative enterprises, and nurturing unicorn companies. Implementing actions for the high-quality development of key industrial chains in the manufacturing industry, adhering to the "leader + supporting + base" model, and enhancing the level of specialization and vertical integration of the industrial chain supply chain. Implementing a project to nurture and strengthen advanced manufacturing clusters, gradually cultivating advanced manufacturing clusters at the provincial, national, and global levels, and creating a number of hundred-billion-dollar industrial chains and trillion-dollar industry clusters.
