Lu Huiling, member of the Party Group and Deputy Director of the Beijing Municipal Bureau of Commerce, introduced at the news conference on "Beijing Cultivating and Building an International Consumer Center City" on December 18 that Beijing has continued to release its first-mover economic potential. Since 2019, Beijing has attracted over 5,000 first-store openings, cultivating 12 global first-launch centers. According to statistics from the Beijing Municipal Bureau of Statistics, by 2024, the total index for Beijing to cultivate and build an international consumer center city will be 109.9, an increase of 19.6 from the end of 2020. The index of commercial activity, consumer comfort, accessibility, consumer prosperity, and international reputation all exceed 100. Among them, the number of Fortune 500 companies, domestic tourism revenue, total operating mileage of urban rail transit, and direct domestic and international flights to cities are all among the best in domestic cities. Lu Huiling said, "Beijing has 24 out of the top 100 MCN agencies in the country, ranking first in quantity. The city has nearly 1,600 shops for overseas tourists to receive tax refunds upon departure, including 24 immediate tax refund shops, and has pioneered the 'city-wide tax refund, multi-point processing' model in the country, with 6 centralized refund points." Lu Huiling further stated that as Beijing stands at the new starting point of the "14th Five-Year Plan," it will focus on five major directions for continuous efforts: enhancing service quality, expanding cultural and tourism consumption, revitalizing traditional brands through digital transformation, developing a silver economy, promoting the integration of cultural, commercial, tourism, sports, and exhibition industries, upgrading key projects such as the second phase of Universal Studios and improving the payment environment for international transactions to create a safe and convenient consumption atmosphere.
