The second instance of the Changsha Shengda Jinxifu illegal fundraising case upholds the original verdict.
On December 18th, the Hunan Higher People's Court issued a notice that the second trial of Pan Jibiao and 19 others involved in illegal fundraising case upheld the original verdict by rejecting the appeal. This ruling is final. On June 25th, 2025, the Changsha Intermediate People's Court publicly announced the first-instance verdict, sentencing the defendant Pan Jibiao to life imprisonment for multiple crimes including fundraising fraud, fraud, money laundering, and illegally crossing the border. His political rights were revoked for life and all personal assets were confiscated. The remaining eighteen defendants were sentenced to five to twenty years imprisonment for various crimes including fundraising fraud, illegal absorption of public funds, money laundering, and forgery of identity documents, and were also fined. After the verdict, sixteen of the defendants including Pan Jibiao filed an appeal. The second trial court considered that the facts of the first instance judgment were clear, the evidence was indeed full and sufficient, the conviction was accurate, the sentencing was appropriate, and the trial procedure was legal, therefore made the above ruling.
