The Qingdao Municipal Committee of the Communist Party of China has issued a proposal on formulating the Fifteenth Five-Year Plan for the National Economic and Social Development of Qingdao, in which it is proposed to build an internationally influential marine science and technology innovation center. Strengthen the strategic marine science and technology capabilities, provide comprehensive support for the standardized operation of Laoshan Laboratory, and construct and operate three national platforms for deep sea with high quality. Utilize China Ocean University and the Institute of Oceanography of the Chinese Academy of Sciences, accelerate the layout and construction of next-generation marine science satellites, ocean comprehensive test sites, and create a national artificial intelligence marine application demonstration base. Implement the "Transparent Ocean", "Blue Pharmacy", and "Blue Fine Breed" projects, break through a batch of key core technologies, and enhance the productivity of new marine resources. Accelerate the transformation of marine scientific and technological achievements, build a high-standard marine science and technology market, create school-enterprise cooperation innovation alliances, cultivate leading enterprises in marine science and technology, and specialized and innovative enterprises. Thoroughly implement the "Marine Innovation Plan" and create a strong magnetic field for attracting marine talents.
