Henan: Couriers face a maximum fine of 30,000 RMB for delivering parcels to lockers without the user's consent.

On December 15th, the full text of the "Henan Province Postal Regulations" was released, stating clearly that it is illegal to deposit packages, sign for deliveries on behalf of others, or violently throw packages without your consent. Offenders will receive warnings or fines up to a maximum of 30,000 yuan. The regulations will come into effect on March 1, 2026, finally allowing recipients of deliveries to confidently say "I want my delivery to be brought to my door."
